The Federal High Court ruled that the FG, 36 states, and the FCT must provide free, compulsory basic education to all primary and junior secondary students.
Justice Osiagor held that while states may choose whether to access federal matching grants, their duty to educate children under the UBE Act remains binding. The ruling followed a public interest suit by Femi Falana SAN and Hauwa Mustapha.
