The All Progressives Congress (APC) governorship candidate for Lagos State, Deputy Governor Kadri Obafemi Hamzat, has officially unveiled his policy document ahead of the 2027 gubernatorial election.
Hamzat presented the 170-page document, titled “Lagos Promise,” during an elaborate ceremony on Friday, October 30, 2026, at the Wole Soyinka Centre in Iganmu, Lagos.
The manifesto features a 100-point agenda structured across seven key pillars aligned with the acronym P.R.O.M.I.S.E.:
• People First
• Renewal
• Opportunity
• Machinery of Government
• Inclusion
• Security and Resilience
• Everyday Dignity
Key Pledges and Policy Highlights
The document outlines measurable transformations across various sectors:
• Healthcare Expansion
To deliver 580 new hospital beds by completing the New Massey Children Hospital, George General Hospital, and Sholu General Hospital. The plan also includes establishing two new general hospitals in Agbo, upgrading 100 primary healthcare centres to flagship status, and expanding maternal and child centres from 10 to 15.
• Transportation & Infrastructure
He pledged to expand the public bus fleet from 1,000 buses to more than 4,000. Hamzat also pledged to complete ongoing state rail lines, build inner roads, and expand water transportation options.
• Education
To ensure a zero-tolerance policy for out-of-school children, expanding the EKOEXCEL program across all public primary schools, and establishing a dedicated University of Medicine and Health Services.
• Economic Welfare & Housing
To create a State Wealth Fund and introducing single-digit mortgages to expand access to affordable housing.
A Pact of Accountability
During the launch broadcast, Hamzat emphasized that his governance approach will be dictated by respect, work, and truth.
He declared that voters can hold him fully accountable for 87 of the 100 pledges, noting that the remaining 13 are contingent on federal approvals or pending court rulings.
“What we present today is not a new Lagos invented on a campaign bus,” Hamzat stated.
“It is the next leg of a race that states have been running since 1999, written by men who have run it by themselves.”
